Task and Responsibilities:

·  In support of the Director, act as the primary contact for institutions and funders on behalf of ORG, with particular focus on their OR needs

  • Manage a portfolio of journals from acceptance into production through to online publication

于吉红院士和迟力峰教授获IUPAC化学化工杰出女性奖

国际纯粹与应用化学联合会(IUPAC)遴选出2017年度 IUPAC化学化工杰出女性奖(IUPAC 2017 Distinguished Women in Chemistry or Chemical Engineering Awards)。

该奖项每两年评选一次。本年度全球共12位女性科学家入选,我国有两位女科学家入选,分别是吉林大学于吉红教授和苏州大学迟力峰教授。

于吉红教授现任吉林大学化学学院无机合成与制备化学国家重点实验室教授、博士生导师,吉林大学国际合作联合实验室主任。现为英国皇家化学学会期刊Chem. Sci.副主编,国际分子筛协会理事、英国皇家化学会会士、中国化学会理事。主要研究方向为分子筛纳米孔材料的设计构筑及在能源、环境和先进材料领域的应用。迄今,在包括Science等期刊上发表SCI检索论文300余篇;获授权专利20余项;主编著作4 部、合作出版著作3 部。获得国家自然科学二等奖2项,获全球华人无机化学“Bau Family Award”,第六届中国青年女科学家奖,及首批“万人计划”科技创新领军人才等荣誉称号。

迟力峰教授2012年加盟苏州大学FUNSOM研究院任特聘教授。迟教授一直致力于表界面超分子组装、表面在位化学、功能分子材料与结构表面的研究及表面微区性质的表征。1999年获基金委“海外青年合作基金” (杰出青年B类)、2011年入选国家千人计划、2016年获美国ACS Nano Lectureship 奖。迄今已在包括Nature、Science 、Phy. Rev. Lett.、JACS、Adv. Mater.、Angew. Chem.等期刊上发表SCI检索论文300余篇,论文他引7000余次。

刘振兴,来自河南省郑州市,在北京大学攻读博士学位。在他的毕业论文里,他关注卡宾化学,卡宾结构经常会出现在化学工业生产过程中。他的目标是通过研究如何转化官能团以更加有效地合成卡宾结构。在攻读博士期间,刘振兴经常使用SciFinder获取研究所需信息。

高校贯标:激发创新活力 促进专利运用

“浙江大学发明专利授权量连年位居全国前列,但实现转让的仅为10%,转化率的高低在很大程度上与高校知识产权管理工作水平密切相关。”在浙江大学教授赵荣祥看来,高校是知识产权创造的重要生力军,有了规范的知识产权管理制度才能使创造和运用有规可循,体现高校创新在经济建设中的作用。而且,来自教育部门的调查显示,国内高校的专利转化率平均不足10%,迫切需要通过提升高校知识产权规范化管理能力来破解这道难题。

近日,国家知识产权局组织国内部分高校有关负责人,举办了高校知识产权管理规范培训班,揭开了推行高校知识产权管理标准(简称贯标)工作的序幕。“知识产权管理是高校创新管理的基础性工作,加强知识产权管理有利于高校保护科技创新成果和创作作品,有利于调动广大师生从事科研和创作的积极性,也有利于促进高校的知识产权转化。”国家知识产权局专利管理司有关负责人向本报记者表示。

规范管理破解难题

“之前,我虽拥有多件发明专利,但‘养在深闺人未识’,既无管理规范也不知道应如何运用。如今,这些专利实现了产业化,这都得益于学校加强知识产权管理的制度和举措。”为华南理工大学教授闫军威所称道的,就是该校在知识产权管理部门指导下,通过完善知识产权管理制度,推行知识产权规范化管理基础上取得的新进展。

据介绍,华南理工大学在加强知识产权管理工作方面,健全了一系列知识产权管理制度,出台了一系列加强知识产权管理的措施,包括《科技开发与合作服务指南》《重大项目管理与高新技术服务指南》《综合与成果服务指南》等,均对知识产权管理工作作出了较为具体的规范,进一步完善了知识产权转化管理机制,鼓励科研人员创新创业,近年来该校的发明专利申请、发明专利授权量稳居全国高校前10名,专利转让成绩排名国内高校前列。

记者在采访中了解到,华中科技大学、北京农业大学、哈尔滨工业大学等国内许多高校都在探索加强知识产权管理的办法,迫切需要有规范化管理的国家标准作为依据。

“正是基于高校加强知识产权工作的需要,根据国家标准制修订计划,国家知识产权局组织开展了高校知识产权管理规范国家标准的制定工作。”国家知识产权局专利管理司有关负责人介绍,由国家知识产权局提出的高等学校知识产权管理规范国家标准送审稿已经完成,将报请国家标准化管理委员会审批。

夯实基础强化能力

近年来,我国高校不断加大知识产权工作力度,教师及科研人员在更加积极进行科技创新的同时,利用知识产权保护创新成果的意识也在不断提升。但是,与发达国家高校相比,我国高校在知识产权管理机构设置、技术转移运行模式、知识产权权属和收益分配等方面,特别是知识产权保护效果和技术转移成效方面存在着相当差距。高校知识产权工作主要存在知识产权转化率低、专利存活期短等问题,这与知识产权管理薄弱直接相关。我国高校知识产权管理地位、管理体系、管理能力尚需加强,知识产权保护和运用的意识还有待提升。

“这正是高校知识产权管理规范国家标准要解决的问题,该标准的制定本着‘聚焦问题、立足现实、便于推行’的方针,又具有‘科学性、体系化、可操作性和适度前瞻’的特点,强调的就是结合实际和针对性。”国家知识产权局专利管理司有关负责人表示,2015年7月,国家知识产权局已经就《高等学校知识产权管理规范(征求意见稿)》公开征求意见,根据反馈来看,意见主要集中在知识产权定义、知识产权分级管理、知识产权管理运营机构设置、非遗项目知识产权管理等方面。在广泛听取专家、高校代表和社会各界意见和建议的基础上,国家知识产权局对该标准的文本进行了修改完善,完成了送审稿的制定工作。

“高校知识产权管理规范内容力求全面覆盖、重点突出、简洁明了,与高校实际需求十分相符。”这是多所高校知识产权管理部门和科研人员的同感。兰州交通大学有关负责人认为,该标准以知识产权管理体系为抓手,明确高校各层级的管理职责,通过将知识产权工作与学校人才培养、科学研究、社会服务工作进行统筹管理,可以实现知识产权全过程管理;同时,体现了以专利信息利用提升科技创新能力,以创新成果产权化和市场化促进其价值实现的导向。

“推行高校知识产权管理标准,将知识产权有效融合到高校的科学研究、社会服务、人才培养、文化传承创新中,实现全过程知识产权管理,对于激发高校创新活力、增强创新能力、建设知识产权强国和创新型国家具有至关重要的意义。”国家知识产权局专利管理司有关负责人表示,国家知识产权局将持续推进企业贯标、科研机构贯标与高校贯标工作,充分激发全社会的创新活力。(中国知识产权报记者  赵建国)

简介:汤森路透(Thomson Reuters)基本科学指标数据库(Essential Science Indicators,简称ESI),3月5日公布了根据全球研究机构于2004年1月1日至2014年12月31日在Web of Science数据库的SCI、SSCI收录化学领域期刊上发表的论文,统计分析出化学领域共有1096个研究机构进入ESI全球前1%。排名参照指标为总被引次数(Citations)、论文数(Papers)和篇均被引次数(CitationsPer Paper)。

中国大陆共有101个科研机构(不包括港、澳和台湾地区的研究机构)进入ESI化学领域,论文数超过千篇的有83个研究机构,其中中国科学院60,565篇、浙江大学11,542篇、吉林大学9,336篇、清华大学8,478篇、南京大学8,389篇、四川大学7,491篇、北京大学7,440篇、南开大学7,131篇、中国科学技术大学6,829篇、复旦大学6,409篇、华东理工大学6,386篇、中国科学院大学6,214篇、山东大学6,124篇。

中国共有103所科研机构(不包括香港、澳门、台湾地区的研究机构)进入ESI化学学科,其中浙江大学进入ESI化学学科全球19位,清华大学、南京大学、北京大学、复旦大学、中国科学技术大学等15所学校进入ESI化学学科世界前100位。
